I don’t seek them out. I only follow when they show up in feeds, ie they replied to someone I already follow or used any of the hashtags I follow.
I made a list of Filipinos on Mastodon. There are 186 people on it, but only ~20 are active. Do you also have a Filipino list? #Filipinos #Philippines
